Submissions are now open on the Whangaroa Papa Hapū draft mandate strategy
The Office of Treaty Settlements and Takutai Moana – Te Tari Whakatau and Whangaroa Papa Hapū have agreed a draft mandate strategy. Te Tari Whakatau invites submissions on the draft, which must be completed no later than 2 February 2026. All submissions will be provided to WPH and will be subject to the Official Information Act 1982.
What is included in the draft mandate strategy?
The draft mandate strategy sets out a proposed process for ngā hapū o Whangaroa to decide who will represent them in negotiations with the Crown for the settlement of all ngā hapū o Whangaroa historical Te Tiriti o Waitangi/Treaty of Waitangi claims.
The strategy also includes a draft claimant definition and outlines the representative structure for the proposed mandated entity, Mapuna. For the avoidance of doubt, WPH is not proposed to be the mandated entity.
Draft Mandate Strategy
Ngā hapū o Whangaroa
Ngā hapū o Whangaroa hapū include Kaitangata, Kaitore, Ngā Uri o Te Pona, Ngāitupango, Ngāti Haiti, Ngāti Imiru, Ngāti Kahuiti, Ngāti Kawau, Ngāti Kawhiti, Ngāti Kohu, Ngāti Kura, Ngāti Miru, Ngāti Miro, Ngāti Mokokohi, Ngāti Pakahi, Ngāti Pou, Ngāti Rangimatakakā, Ngātiruamahue, Ngāti Torehina, Ngāti Tū, Ngāti Uru, Te Aetō, Te Tahaawai, Te Teketanuimia, Te Uri Kaiwhare, Te Uri o Te Aho, Te Uri Putete, Te Whānau Pani and Whānau Pani.
Ngā hapū o Whangaroa marae
Ngā hapū o Whangaroa marae include Mangaiti, Mangatōwai, Matauri, Otangaroa, Taemaro, Tahawai, Takou, Taupo, Te Huia, Te Kōmanga, Te Ngaere, Te Patunga, Te Tangata, Te Touwai, Waihapa, Waimahana, Wainui, Waitaruke, Whakaari Pukehuia.
Wai Claims
The Wai claims proposed for inclusion are all claims, whether registered or unregistered, that arise from Crown actions and omissions that occurred prior to 21 September 1992, including, but not limited to:
Wai 58, 179, 230, 234, 258, 375, 510, 513, 515, 517, 520, 523, 573, 919, 1145, 1253, 1259, 1312, 1333, 1380, 1384, 1400, 1487, 1513, 1536, 1540, 1541, 1582, 1613, 1661, 1666, 1673, 1681, 1684, 1719, 1722, 1816, 1832, 1838, 1843, 1845, 1846, 1848, 1849, 1850, 1851, 1852, 1853, 1854, 1855, 1856, 1917, 1918, 1943, 1968, 2004, 2115, 2116, 2148, 2149, 2151, 2179, 2254, 2325, 2371, 2376, 2377, 2382, 2389 insofar as they relate to ngā hapū o Whangaroa.

Whangaroa Papa Hapū have also prepared a separate document, Ngā Takenga Mai, which sets out a vision for Whangaroa. Ngā Takenga Mai can be viewed here. This document has not been agreed between Whangaroa Papa Hapū the Crown, and Te Tari Whakatau is not seeking submissions on it.
