Ngāti Whakahemo draft Mandate Strategy online submissions form
Overview
Ngāti Whakahemo Claims Trust (NWCT), in consultation with the Office for Māori Crown Relations – Te Arawhiti, has prepared a draft Mandate Strategy. This sets out their representative structure and the proposed process by which they will seek the support of the Ngāti Whakahemo claimant community to commence negotiations with the Crown.
Te Arawhiti is seeking the views of the Ngāti Whakahemo claimant community on whether the mandating process, as set out in the draft Mandate Strategy, is the appropriate way for the NWCT to seek their support to negotiate on their behalf.
Following close of submissions, Te Arawhiti will work with the NWCT to make any changes that are needed to the draft Mandate Strategy. NWCT will then carry out information hui in Pukehina (15 February 2025) and Maketū (8 March 2025), followed by mandate voting hui in Pukehina (29 March 2025), Auckland (2 April 2025), Wellington (3 April 2025), and Maketū (12 April 2025) with online attendance available. There will be a further online hui on 9 April 2025. At the end of the voting process, there will be another opportunity to submit on the draft Deed of Mandate.
Please send submissions to submissions@tearawhiti.govt.nz, or complete the survey via the link below. The final date for submissions to be received is Sunday 19 January 2025. Submissions will be provided to Ngāti Whakahemo Claims Trust and will be subject to the Official Information Act 1982.

A provisional Deed of Mandate (Trust Deed) has been drafted alongside the Mandate Strategy. Te Arawhiti is not taking submissions on the Deed of Mandate (Trust Deed) at this stage – we are providing this for reference. The draft Deed of Mandate (Trust Deed) can be found here.
