Submissions are now open on the AML/CFT Levy Proposals

The Ministry of Justice is inviting submissions on a consultation document that sets out levy proposals to fund the Anti-Money Laundering and Countering Financing of Terrorism (AML/CFT) system. Submissions are open until 5.00pm, Friday 10 April 2026 and will be subject to the Official Information Act 1982.  

What is included in the consultation document? 

The consultation document sets out:

  • the need for levies and its connection to the AML/CFT National Strategy and work programme
  • the cost recovery approach that is proposed to be taken
  • the costs that need to be recovered via a levy or levies 
  • the design of the levy or levies.

The levy proposals are being made within the context of legislative reforms in the AML/CFT system. For further information on the reforms, visit the Ministry of Justice website.

The Ministry of Justice is hosting two online public presentations on the levy proposals. Reporting entities and industry advisors will receive a separate email inviting them to sector presentations, but they are also welcome to attend the public presentations below.

Sessions will be jointly delivered by the Ministry of Justice, the Department of Internal Affairs and the Financial Intelligence Unit of New Zealand Police.

Submissions

Submissions will be considered and used to inform final policy decisions. It is anticipated that any announcements on levy regulations would be made by the Minister once decisions are made.
